A
regular meeting of the Mayor and the City Council of O'Neill was held at the
City Hall in said City on the 3rd day of December, 2007 at
Present:
Mayor William Price, City Clerk/Treasurer Nikki Johnston, Council
President Ed Price and Council members; Don
Baker, Vicki Cork, Terri Krysl, Dwayne Philbrick, Tim Schneider, Tim Gleason and
Kevin Shelhamer. Absent: City Attorney Boyd Strope.
Notice of this meeting was given in advance
thereof according to Section 84-1408 of the Revised Statutes of Nebraska. Notice of the meeting was given to the Mayor
and all members of the Council and a copy of the acknowledgement of receipt of
notice and the agenda is attached to the minutes. Availability of the agenda was communicated
in the advance notice.
All
proceedings hereafter shown were taken while convened meeting was open to the
attendance of the public.
The meeting was called to order by Mayor
Price.
Paul Harder gave the invocation.
Mayor Price presented George and Lonnie
Fuller with a Community Service
Award.
Moved by Krysl, second by Philbrick to
waive the reading of the minutes
of
the November 5th meeting and approve them as if read. Roll call vote as follows: All Ayes.
Motion carried.
Jim Shoemaker requested two parking signs
for the St. Patrick’s Church Adoration Committee as well as three handicap
parking stalls. After discussion, the
Council tabled the agenda item to the January regular meeting to allow for the
City Attorney to research the request further.
Moved by Gleason, second by Price to
approve the Musil minor plat as submitted.
Roll call vote as follows: All Ayes. Motion carried.
The sample abandoned vehicle code was
tabled until the January meeting to allow for the City Attorney to be a part of
the discussion.
City Clerk Johnston reported that the
City Attorney did not feel it was necessary to add the legislative updates to
the code book as the city would refer to the state statutes as the City has
done in the past.

Clerk Johnston read the second reading of Ordinance No. 1286 by title and
number.

The Council elected the Council President
by secret ballot.
The council congratulated Ed Price as the
incoming Council President.
